Climate Law Proposal
Turkey’s first “Climate Law Proposal” was submitted to the Grand National Assembly of Turkey (TBMM) on February 20, 2025. Aiming to combat climate change in line with the vision of green growth and the net-zero emissions target, the proposal sets out the principles and procedures of the legal and institutional framework governing greenhouse gas emission reductions and climate adaptation efforts. It also includes regulations regarding planning and implementation tools, financial mechanisms, permitting, and monitoring processes.
Key Provisions of the Climate Law Proposal:
- Establishment of the Climate Change Directorate and ensuring national-level coordination;
- Implementation of market-based mechanisms, such as the Emissions Trading System (ETS), voluntary carbon markets, and the Carbon Border Adjustment Mechanism (CBAM);
- Development of sectoral emission reduction plans and prioritization of renewable energy use;
- Creation of regional climate change coordination councils to strengthen local-level climate action;
- Promotion of green finance and support for carbon capture and clean technology investments;
- Introduction of sanctions for tracking greenhouse gas emissions, including administrative fines for the use of ozone-depleting substances;
- A pilot implementation period, during which administrative fines for non-compliance will be reduced by 80%.
This proposal aims to establish a comprehensive legal framework for Turkey’s fight against climate change and to implement effective policy tools in line with sustainable development goals.
